DI_speed valid message is received and DI_VelocityEstimatorState message is received with VE_STATE_WHEELS_NORMAL, VE_STATE_WHEELS_REDUCED, VE_STATE_BACKUP_WHEELS_A or VE_STATE_BACKUP_WHEELS_B.
